Thiruthuraipoondi Municipality

 THE MUNICIPALITY THIRUTHURAIPOONDI
            The Municipality was constituted in the year 1992 and was subsequently upgraded as Second Grade Municipality from 22.03.1998. It has a population of 22905 (as per 2001 census) and an extent of 11.935 Sq. Km., The town is divided into 24 wards. The Municipal Council comprising of 24 ward councillors is headed by Chairperson, who is elected by  the councilors  of Municipality among them. The councillors also elect a Vice-Chairperson among them.       The executive wing is headed by a commissioner and he is assisted by a team of officials like Sanitary Inspector, Municipal Engineer, Town Planning Inspector, Manager, Revenue Inspector andotherofficers.

For each of the above services and activities, this charter provides information about the details of services offered, response time for rendering the services or redressing grievances, whom to complaint in case of default for providing the required services and how a citizen can help.

This charter lists the names of Chairperson, Vice-Chairperson and Councillors and their contact Telephone numbers for better interaction of the citizens. The Charter also lists out the names, designations and contact Telephone numbers of key officials dealing with major issues.
Water Supply
The Municipal Engineer and his team of Engineers and Staff are responsible for water supply in the town in Mulliyar river bank source.  For a population of 22905 the town requires a daily quantity of 0.96 mld.  On an average, the per capita supply is maintained at 49 lpcd
Thiruthuraipoondi Town is provided with a protected water supply scheme since 1998.  Thiruvaikuvur village Collidam rivers are the major sources of water supply.  At present, Thiruthuraipoondi town draws its supply from the Vittukatti village, which is 3.00 km away from the town. 



THE CO-OPERATION OF THE CITIZENS IS SOLICITED BROADLY IN THE FOLLOWING ASPECTS:-

HEALTH AND SANITATION
Solid Waste Management
The Solid waste management in the town is entrusted with sanitary Inspector.  The aim of the Municipality is 100% collection of garbage generated in the town daily.
There are 2 sanitary divisions in this Municipality for the collection of Rubbish, Garbage and Refuse from 24 Council wards.  46 Sanitary workers, 3 Sanitary Supervisors, 1 Field Asst. 2 Drivers are engaged in Sanitation work.  Privatization of garbage collection work to be is initiated in division 1 shortly in this Municipality.  5 Metric Tons of Garbage is collected daily.

IMMUNISATION
This Municipality is playing an active role in immunisation according to schedule and in nation wile special drives for immunisation.  This form is dividing 4 Health Sub centre, with 4 Health Inspector and 4 VHNs who are entrusted with the responsibility for immunisation programs.  The sanitary Inspector co-ordinating the immunisation works.

TOWN PLANNING
The Town Planning Inspector is entrusted with the responsibility of Town Planning activities.  The branch looks after regulation of building activities / lay out and other planning permissions.  The planning permission is granted by Local Planning Authority headed and the Building permission is granted by the commissioner.
The builder should contact any one of the Municpal licensed building surveyor (Engineer) for the preparation of building drawing and estimation.  The builder should sign the building plan prepared by the LBS and also in the building application form and planning permission form (Printed and sold by the Municipality) Bothe forms should be signed by the builder as well as the Engineer.  (LBS).  Court fee stamp of Rs.2/- (Two only) should be affixed in the prescribed application form.

REVENUE RESOURCES
PROPERTY TAX
Property Tax is a major revenue source for the Municipality.  There are 6310 (No.) property Tax assessments and the annual demand is Rs. 38.66 Lakhs.  The other revenue of the Municipality the Professional Tax.  The other Major revenue for the Municipality by collecting the Remunerative Enterprises.  The annual demand under profession tax is Rs.8.00 Lakhs.  The annual demand under R.E. demand is Rs.21.00 Lakhs.
For the collection of Property Tax Profession Tax are 5 Revenue Assistants and one Revenue Inspector, are entrusted.  For Collecting the R.E. entrusted with R.I.
In respect of Property Tax Collection, one computer collection centre has been functioning in  Municipality for the convenient of Public.  The rate of Tax of this Municipality 12.5% per half year.
COLLECTION PERFORMANCE
For collecting the property Tax and profession Tax from the assessee.  The demand notices have been served by the Revenue Asst.  for the every Half year and the Municipality also making mike announcements in all areas of the town for the tax payments.  furthers show cause notice have been issued to the defaulters by the revenue staffs respect of this ward.

RAIN WATER HARVESTING
Rain water Harvesting is collection of rain water for drinking and other purposes.
Why should Rain water be saved
To meet water demand for domestic use

Method of harvesting Rain Water
Rain water can be harvested by two methods.

Rain water can be collected on the thatched roof by using polyphone sheets

Approximately it costs Rs. 800 to Rs. 1000 (Excluding storage tank)
Rain water from the roof top collected through gutter can be stored directly in tanks for domestic use. However, bleaching powder is to be added now and then for ensuring the quality of water.

E-GOVERNANCE
In Thiruthuraipoondi Municipality E-goverance has been implemented to provide better service to the public.
Property Tax, Non-Tax, Profession tax and water charges are all collected through computers.
A facilitation computerised centre has been functioning in Municipal Office premises.
People can remit their tax dues delivery in the facilitation counter.
Municipal treasury is also being computerised and all the transaction are being carried out through computer.
Birth and Death certificates are being issued through computers.
All Municipal Offices in Thanjavur region to RDMA's Office, Thanjavur are Journelist connected through 'WAN' connetivity.

SOLID WASTE MANGEMENT
In Thiruthuraipoondi Municipality Door to Door collection of Seggregated Garbage is done in all wards from 19.12.2002. Collection of Garbage is done by 10 teams of sanitary workers with 10 push carts. The area of each team is allotted and the team with 2 Sanitary workers seggregate the plastic wastes from garbage and it is bundled in cement bags and it is kept in separate places.
Seggregated garbages are collected in Collection points of 40 Numbers and it is transforted to compost yard by one minilorry and one tractor trailor.
